The Katy Trail is a 185-mile rails-to-trails conversion of the Missouri-Kansas-Texas-Railroad (nick-named the KATY). The Missouri Department of Natural Resources was able to acquire the right-of-way after Congress passed the National Trails System Act allowing railroad corridors to be banked for future transportation use and used on an interim basis for recreational trails.

The County of Cumberland, NJ studied a series of railroad corridors for possible trail use including maintenance responsibilities. The Feasibility Study was written by Campbell Thomas & Co. of Philadelphia, PA.

David Burwell was a cofounder of the Rails to Trails Conservancy and one of the most influential champions for trails and greenways. He later established the National Transportation Enhancements Clearinghouse and founded the Surface Transportation Policy Project.
