This award recognizes an individual that has made outstanding contributions and provided consistent support for trail planning, development, or maintenance. It is intended to recognize the efforts of a private or public sector individual working for enhanced trail recreation on either the local, state, or national level.

Dave Halsey is a free lance writer who has ridden his ATV along the Woodtick trail in the Chippewa National Forest for many years.
During the forest Travel Management Planning, the Woodtick trail and many other riding opportunities were closed down. Dave organized several of the other cabin owners in the area who also rode in the Chippewa forest and established the 'Woodtick Wheelers' ATV and OHM club.
The club's main goal was to get riding areas back in the forest. The club gained many members and using Dave's gifts as a writer, gained the attention of Forest Officials. Dave got educated in the Travel Management Process by attending NOHVCC's Public Land Advocacy webinars. With the new knowledge, Dave and his club were able to work with the Forest Service personnel to help them understand the needs of ATV and OHM recreationists in the area. By working together, some areas in the Chippewa National Forest are again open to OHV recreation.
When talking to other club members, they will be the first to tell you that Dave is the key ingredient to the club and its success. Dave has worked tirelessly and put many miles into the efforts to reopen trails. There is a lot of work left to do and Dave is continuing his efforts.
