Sam Herzberg has been a Senior Planner with the San Mateo County Parks Department for 22 years, and worked for the San Mateo County Planning Department 9 ½ years before that. He is experienced in park, urban, natural resource, marina, sustainability, and regional trail planning. He has extensive experience with master plans, habitat conservation planning, grants, CEQA/NEPA environmental review, permitting, and capital projects.

Sam developed with Ohlone-Portolá Heritage Trail Feasibility Study with representatives of over 60 agencies, tribes, historical associations, and legislators. Also developed were a logo, Communications Plan, documentary films, and interpretive signs. County Parks also updated descriptions of the State Historic Landmarks identifying the Portolá Expedition campgrounds, and these were redesignated the Ohlone-Portola Heritage Trail in San Mateo County.

On November 2, 2019, Sam helped organize a well-attended Ohlone-Portolá Heritage Day to recognize 10,000 years of Ohlone settlement in San Mateo County and the 250th anniversary of the Gaspar de Portolá sighting of the San Francisco Bay. The Heritage Day event was held in the City of Pacifica with Golden Gate National Recreation Area and the San Mateo County Parks Department with active participation by the Ramaytush Ohlone tribe, and descendants of the Gaspar de Portolá and Juan Bautista de Anza expeditions. State Parks gave the Planning Merit award to San Mateo County Parks Department for the Ohlone-Portolá Heritage Trail at the California State Parks Trail and Greenways Conference in 2020.
