74 Members of Congress call for reauthorization of Recreational Trails Program

National trail and outdoor recreation groups expressed their appreciation and thanks as 74 Members of Congress signed on to support the Recreational Trails Program. The letter is directed to key Congressional leaders who are currently writing the next Federal transportation funding bill, and calls for reauthorization of the trails funding program.

The letter was drafted by U.S. Representatives Tom Petri (R-WI) and Mike Michaud (D-ME) and signed by 74 Members of Congress. “The letter demonstrates that this program, created in 1991, has made a difference across the nation,” said Derrick Crandall, President of the American Recreation Coalition and Co-Chair of the Coalition for Recreational Trails. “It may be small by Washington standards, but has made a real difference in community after community, and has made public lands more accessible and valued.”

 

The Congressional letter states why the Recreational Trails Program is unique:

"The philosophy behind the RTP is shnple: fuel taxes collected from non-highway users should benefit those who paid the taxes. This is similar to the Wallop-Breaux program, where boaters benefit from the fuel taxes they pay. As the Committee works to streamline and consolidate programs, it should continue to recognize the unique character of this program."

The letter also notes the specific source of the trails funding, which again is unusual among Federal transportation programs:

"Since the RTP is supplied by taxes on fuel used in off-highway recreational vehicles, we request a DOT study of off-highway recreational fuel use to ensure that the level of RTP funding reflects the federal fuel taxes paid by off-highway users. Finally, we ask that the funds allocated to the FHWA to administer the RTP each year be established at a base of $840,000 (cunent law) or as I% of actual funds available, whichever is higher, to ensure that sufficient administrative resources are available for this valuable program."

The letter shows a high level of support for trails and greenways funding with the large number of signers from across America. The letter is especially timely because the Congress is expected to take action on a successor to SAFETEA-LU, a multi-year surface transportation act that directs the application and spending of federal fuel tax. The current law expired in 2009 and has been on continuing extensions ever since.
