Trail Stewardship Act encourages Forest Service volunteers and partners

 

National Forest Service Trail Stewardship Act (H.R. 845)

To direct the Secretary of Agriculture to publish in the Federal Register a strategy to significantly increase the role of volunteers and partners in National Forest System trail maintenance, and for other purposes.

 

On Feb. 10, 2015 Rep. Cynthia Lummis (R-WY) and Rep. Tim Walz (D-MN) introduced the National Forest Service Trail Stewardship Act (H.R. 845). The bill would direct the US Forest Service to develop strategies to "to significantly increase the role of volunteers and partners in trail maintenance."

The purpose of the legislation is to address the endless lack of maintenance on federal public lands. The bill states that the 158,000-mile National Forest trail system has a maintenance backlog of $314,000,000. According to the Government Accountability Office, "the Forest Service is only able to maintain about one-quarter of National Forest System trails to the agency standard."

Specific actions include:

The benchmark for the initiative is "to increase trail maintenance by volunteers and partners by 100 percent" within five years of the enactment of this Act.

According to the Back Country Horsemen of America, the bill "continues to spur high-level dialogue and a search for solutions to the growing trail maintenance crisis on our national forests. BCHA strongly supports H.R. 845."
