Creating and maintaining partnerships; interagency project management; structuring agreements among partners; nurturing cooperation among a variety of recreation and conservation interests; planning trail systems across jurisdictional lines. The following is a list of skills and competencies for this category of trails work.

Skills for Creating and Maintaining Partnerships

• Understanding and working with agency requirements
• Developing a common vision among diverse interests and jurisdictions
• Evaluate appropriate partnership agreements including authorities, formats, policy guidance, and reporting
• Understanding limits, opportunities, constraints, and "cultures" of project or program partners

• American Trails provides the Greenways and Trails Forum for Development Professionals to bring trails people and ideas into a collaborative land planning and development process to help get more trails and greenways built.
• Bureau of Land Management's Partnership Series brings agencies and communities together to address the critical issues of building capacity and enhancing land stewardship through partnerships.
• IMBA Trailbuilding Schools promote trail clubs working with land managers, and multi-use trails issues; sponsored by Subaru of America and International Mountain Bicycling Association.
• Marshall University Park and Recreation Resources includes partnerships, collaborative management, and interagency cooperation for off-highway vehicle recreation.
• National Off-Highway Vehicle Conservation Council provides statewide workshops that include partnership development and interagency management for motorized recreation
• Professional Trailbuilders Association annual Trailbuilders Conference includes workshops on partnership building, interagency management, and involving volunteers and trail organizations in projects.
