Parks, Recreation, and Cultural Services is seeking an experienced planning professional to oversee the Trails, Open Space, and Parks (TOPS) program and to manage its planning needs. The TOPS program is funded by a 1/10 of a cent sales tax that generates approximately $5,900,000 annually for the acquisition and/or development of parks, trails, and open space properties.

The Principal Planner will be responsible for the following:

• Daily management of multiple design and construction-related projects to include master planning and implementation of master plans in City-owned open spaces
• Trail design and construction, coordination of trail projects with Traffic Engineering, and park/playground design and reconstruction
• Acquiring new open space areas
• Reviewing subdivision plans, annexation agreements, and general issues facing the Parks Department
• Working with developers on issues related to the development plans and metro district parks
• Assisting with volunteer projects in terms of project coordination and event day activities
• Assisting with land easements, licenses, acquisitions, and fee simple purchases for various open spaces and trail corridors
• Preparing agendas and facilitating the TOPS Working Committee, as well as preparing agenda items for the Parks and Recreation Advisory Board and City Council
• Managing and preparing the Capital Improvement Budget to include the TOPS Program Budget, the Conservation Trust Fund (Lottery fund), and the Parkland Dedication Ordinance fund

The successful candidate will work closely with the Trails and Open Space Coalition, the Palmer Land Trust, the City of Manitou Springs, El Paso County, Colorado Springs Utilities, and the Regional Building Department; must be proficient with Microsoft software (especially Excel and PowerPoint); and possess excellent public speaking and presentation skills.

Minimum Qualifications:

Bachelor's degree from an accredited college or university with major coursework in urban and regional planning, park planning, public administration, or a related field.

Five years of increasingly responsible park planning and development (full-time) experience including two years of administrative responsibilities.

Desirable Qualifications:

Master's degree in a related field, current Colorado Landscape Architecture License, Volunteer for Outdoor Colorado Crew Leader training, and municipal government experience related to subdivision review or preparation.
