OVERALL JOB OBJECTIVE: Under limited direction, to participate in the study of and the development of recommendations related to visitor access and environmental protection and to supervise and administer the OSMP recreation resource programs and functions, and to perform related duties as required. DUTIES AND RESPONSIBILITIES: 1. Primarily responsible for implementing recreation resource management actions to meet goals defined in the Open Space and Mountain Parks Visitor Master Plan. In that capacity assigns, coordinates and directs employees performing recreation resource surveys, planning, and project design, construction and implementation to support the goals of the OSMP Department. This includes all aspects of program administration, budgeting, supervision and contracting: Supervises Trails Contract Coordinator in order to complete work assignments to meet departmental goals for trail construction and environmental protection. Works with City Council, Open Space Board of Trustees, City Manager, City Attorney and other department directors to develop and present information to inform city and departmental policy and budget decisions. Works with department's division manager to evaluate programs, provide and present information for management decisions and to participate in departmental policy and budget decisions. Responsible for overseeing the department's recreational resources, program and determining program functions, objectives and operations. Develops and oversees implementation of annual work plans including recreation inventory and planning projects, new trail construction, and other field work activities which protect OSMP properties, sustain the native ecosystems and provide opportunities for public access and recreational activities on these properties, as appropriate. Designs and implements trail projects and other recreational projects in collaboration with staff and public utilizing professional principles and methods in the fields of landscape architecture, recreation resource management and trail design and construction. Manages and coordinates the preparation and implementation of project planning and design. Guides staff in prioritizing tasks to meet specified objectives. Assesses departmental needs to meet recreation resource program goals. Performs regular inspection and evaluation of field work activities. Coordinates work with other departmental work groups, as needed, and serves as a liaison to other departmental work groups. Serves as an interdepartmental, interagency and community group liaison on recreation resource issues and projects. 2. Assists or directs recreation resource monitoring studies of effects and impacts of recreational use on OSMP lands. 3. Participates as a member of the department's planning team to ensure that recreation resource program goals are integrated into departmental plans and management actions. 4. Performs related duties as required to meet the needs and goals of the City. 5. Takes proper safety precautions, anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. 6. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. POSITION TITLE: Recreation Resources Program Coordinator CHAIN OF SUPERVISION: Planning and Technical Services Division Manager (1) TITLE OF IMMEDIATE SUPERVISOR: Planning and Technical Services Division Manager (2) TITLE(S) OF POSITIONS OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: Trails Contract Coordinator MACHINES AND EQUIPMENT USED IN WORK INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: City vehicle, personal computer, telephone, photocopy machine, facsimile machine, calculator and trail construction equipment. REQUIREMENTS: Bachelor's degree in Recreation Resources Management, Landscape Architecture, Environmental or Resource Planning or related field in natural resources management and five years of resource planning experience, or any equivalent combination of education and/or experience. Knowledge of principles, practices and trends in recreation resource planning and research and the statistical methods used to develop management plans. Demonstrated abilities in trails planning, design and construction, in managing visitor uses and in assessing environmental impacts from recreational activities on public lands. Demonstrated experience working with public agencies and local community interest groups. Demonstrated analytical and organizational skills. Effective verbal and written communication skills. Strong negotiation and consensus-building skills. Demonstrated experience working within an effective public process. Good interpersonal skills including tact and courtesy in difficult situations. Ability to meet deadlines with minimal supervision. Ability and willingness to attend evening and weekend meetings. Valid Colorado driver's license and acceptable motor vehicle record. DESIRED QUALIFICATIONS: Experience/background in an open space or land trust organization. Background in landscape architecture as related to trail and passive recreational planning. Master's degree in recreation resources management, natural resources planning or related field. WORKING CONDITIONS: Physical Demands: Ability to lift up to 40 pounds several times a day and to occasionally perform a wide range of physical and manual tasks in an outdoor environment. Work Environment: Work environment is divided between primarily an office environment and, occasionally, an outdoor field environment. Equipment Used: Standard office equipment will be used and knowledge of and ability to use standard trail construction equipment.
